
Bonnie L. Shepard’s consulting practice focuses on evaluation, strategic planning, and program case studies. She has more than 30 years of experience with design, management and evaluation of a variety of social sector programs, especially those focused on: sexual and reproductive health and rights; adolescent/youth health and development; girls’ and women’s health and rights; advocacy campaigns, coalitions, and networks; and community health promotion. She brings values based in social justice, human rights, and gender equality to all her work.
Her assistance helps programs to be strategically focused through analysis of current evidence, the program’s context, and lessons learned from evaluation. Using participatory approaches, she specializes in evaluability assessments,[1] in portfolio evaluations for donor agencies and foundations, in advocacy-related evaluations, and in the design of cost-effective monitoring and evaluation systems. She has conducted many evaluations, serving as team leader for several portfolio and multi-site evaluations. She has led numerous strategic planning processes, situation analyses, regional and global reviews of program evidence, and conducted program implementation research—including case studies.
Based on her research and evaluations, her publications include a book of advocacy research and program case studies: Running the Obstacle Course to Sexual and Reproductive Health: Lessons from Latin America (Praeger: 2006), as well as several peer-reviewed articles and book chapters. She has made numerous conference presentations at the American Public Health Association and the American Evaluation Association, most recently focused on portfolio and advocacy evaluation methods.
Her clients include UN and bilateral agencies, foundations, USA non-profits, and developing country NGOs. With advanced fluency in Spanish and Portuguese, she has provided technical assistance to global programs and local organizations operating in all world regions.
